A visit to “System TV” company is another program of the Iranian delegation. Managing Director Daniel Renouf gave an account of the company’s 30 year old background. System TV produces weather forecast programs for satellite networks, social documentaries and report, and also publishes two magazines on gardening and television. Daniel Renouf explained that 40-60% of a feature film’s production cost is provided by TV networks, which is a normal procedure in France. CNC undertakes another 20% and the producers only pay the remaining 30-40% of the production cost.
He described French government’s support of their national cinema as the key success factor for the cinema of France, explaining that in all Europe, it’s only France that screens as many French films as Hollywood productions (45% of the total screened films for each) without any restriction for screening Hollywood films or productions of any other country.
All TV networks in France are required to pay 2.5-5% of the price they pay for foreign films aired on their networks to help national film production, which makes for CNC’s 20% budget for production costs.
About the producers’ rights of motion picture productions made in this system, Daniel Renouf explained that except for Arte Network which has a property right in System TV, all other TV networks can air the programs for a duration of 3-5 years on their networks, and all rights are reserved for the producer. Daniel Renouf explained that 8-12 months after the opening of the film in movie theaters, the film will be aired on TV and then will go on DVD. He said the selection of an idea for investment and production depends on the director’s body of work and popularity of the selected cast. After these explanations, the Iranian delegation was taken on a conducted tour of different offices and departments of the company.
