Making film without license is not a crime




Mohammad Mahdi Asqarpour, managing director of the House of Cinema discussed problems of cinema in the past year in an interview with ISNA. Arrestment of people who works for cinema is one of recent problems that managing director of the House of Cinema was worried about. He explained: “some may treat cultural atmosphere as social atmosphere and social atmosphere as political atmosphere. It’s not my matter of discus if it’s correct or not. It’s probably difficult to distinguish them but the responsible organization may acts so inattentive when it comes to impeachment and arrestment. Asqarpour added:” we are facing an ambiguity in this case which is below our cultural system’s dignity. In my opinion it’s not acceptable that a movie maker is under arrest for several months and still there’s no evidence for his accusation. Even if he’s not a member of cinema guild eventually he is a film maker in this country that is confronted inattention.” Managing director of the house of cinema continued: “I think producing film without license is not charged as a crime hence in this case at least we can say a professional mistake against production rule has been taken place which clearly is not a criminal action.”
 This producer reminded: “in the past years various involved film producers had made films without having any license whereas it was not assumed as a crime let alone result in a Wide arrest warrants.  Though in some of these arrestments there may be other charges, I think there must be clarification and distinctness.” He summed up: “my emphasis is on clarifying this subject because if this situation stays in dark, from now on whoever makes a film with no license it’s like committing a crime which is against the legal institutaion of crime and penalty. Asqar pour said: “as long as we all know for presenting a film, presentation license is indispensable, no one can present his film without that specific license. Those films with no license can’t even be shown in international festivals and if it happens, it’s still counted as a violation so clearly that film surely is not Iran’s representative.”
